The Esso Blair Garage at 10–14 Rigg Street began work on removing its existing jet wash bay and installing two new jet wash bays, plus a new washing machine facility, on September 8.
The activity was started without prior approval, as the client "was unaware that planning permission was required".
The site is 431.2 square metres and serves as a car parking and jet wash area linked to the main garage.
Managed by East Ayrshire Council, the application maintains that there will be no changes to existing access from public roads or rights of way.
Parking provisions will remain constant, with five vehicle spaces planned.
The new facilities will connect to the public water supply and drainage network.
However, sustainable drainage methods will not be implemented.
Aamir Khokhar of AK Retail 2 is the applicant, while Shipton Design Ltd is managing the planning application process for the facility.
